CCl 4 has a higher boiling point because of high molar mass which results in stronger London dispersion forces.

HF2-
is an ionic species so it exists in solid form as ionic solid .In HF, which is a polar covalent molecule, has only hydrogen bonding as stronger attractive forces which are weaker than ion-ion attractions of HF2-

H3 PO3 boric acid has boron as sp2 hybridised with three OH groups around it. This gives boric acid a trigonal planar shape and boric acid molecules can form hydrogen bonds with each other due to the presence of OH groups. That is the reason that boric acid  units are present as planar layers in solid-state.
