Reaction with hydroxyl amine but No Reaction with Tollens reagent means it is ketone
So B is ketone
Then it means A must be 2,2 -chloropropane which hydrolysis gives geminal diol
Geminal diols are unstable and they undergo dehydration to give ketone.
