why is br2 less reactive than cl2 even when br  comes below cl in table

Halogens are non-metals and their reactivity order is
F2>Cl2>Br2>I2
This is based on their tendency to gain electrons and reduction potential values.
F2 has the highest reduction potential with the highest capability of gaining electrons. This tendency reduces down the group as size increases.
